Dear [Decision Maker],

As a member of the Ohio Senate Finance Committee, I urge you to accept amendments to the budget (HB 166) supported by the American Cancer Society Cancer Action Network (ACS CAN) in regards to raising the age to sell tobacco from 18 to 21. This amendment will strengthen the policy change to ensure that the legislation:

-Covers all tobacco products, including electronic cigarettes.
-Provides public education, training, and technical assistance to retailers.
-Implements measures for active enforcement, such as retailer licensing and penalties, including license suspension and revocation.
-Does not create new categories of products, which would exempt them from other tobacco control laws.
-Does not penalize youth.
-Does not preempt other jurisdictions from passing strong tobacco control laws.

Nearly 95% of smokers began using before the age of 21. By raising the age of sale of all tobacco products from 18 to 21, along with a comprehensive tobacco control strategy, we can reduce young adult tobacco use.
